All traffic is managed. The Telecom website says that. People at Telecom have said that.

My suggestion would be to simply move plans or ISP's. You've been complaining about Telecom's problems since the start of November. They aren't going to change their traffic shaping policies on the Big Time plan so if you're unhappy with the results your best option is to build a bridge and move on.

If you believe somebody at Telecom has mislead you there are processes to follow. Write a complaint to Telecom. If you're unhappy with the response complain to the Commerce Commission, Ministry of Cosumer Affairs or the TDR.
