What you are trying to do here is something that VF don't support for this service and it is obvious that it is your network causing the issues - that's all I was trying to point out.
I dont know enough about pfsense to be able to help.

My advice would be:

ONT
|
HG659 Router
|
|---------------------|
        |              Windows Server
STB    |
   pfSense Router
/ | | \
VM1 VM2 VM3 VM4

Then you will have the HG659 and STB in a supported fashion and you can play with pfSense/Windows server and VMs as much as you want without interfering with the TV service.
I don't see the point or benefit of using pfsense/windows server here - other than generally being a geek and wanting to play with 'stuff'

Keep It Simple would be my advice.... Otherwise You'll be chasing all kinds of strange issues around

The Windows / pfSense / VMs are necessary for development work, VPNs, hosting private services etc. I haven't had any problem with the setup for what I've needed to do in the past; only problem is now I have Vodafone TV it doesn't seem to play nice with multicast which is why I thought if I gave the RGW and pfSense each their own WAN they would both be happy.

I'll try get hold of a switch to test otherwise will see how I go with pfSense as the DMZ under HG659...

Run it as Brent says. Best way to do it. The HG659 works as a switch too so might as well use it.

Just picked up a gigabit switch for 30 bucks and setup as planned:

ONT
|
GIGABIT SWITCH
/ \
HG659 Router Windows Server
| |
STB pfSense Router
/ | | \
VM1 VM2 VM3 VM4

Works perfectly;

HG659 gets one WAN IP, STB works perfectly
pfSense gets another WAN IP, works perfectly (without having to worry about multicast etc)
Bandwidth is shared between the two WAN connections

Everybody is happy! (will be back on here later when it all explodes...)

I think we need iPredict to open a market on this :P Personally I'd go for 2 weeks tops.

That was a statement about the technology, the Terms & Conditions of the actual service (a residential service) I'm sure is limited to one. Business connections which use the same ONT (I think) as home users is why the ONTs support up to 64.

Okay, so I'm partly wrong, it's actually the Fair Use Policy that I can find the potential breach in (partly right because the Ts&Cs enforce the Fair Use Policy)...

If your usage of our Services materially exceeds estimated use patterns over any month, or is inconsistent with normal usage patterns, then your usage will be excessive and/or unreasonable.

The assigned IP(s) are part of the 'Services', so technically they could say that having two devices holding IP leases from their DHCP servers at the same time on the single account is 'inconsistent with normal usage patterns'.

Off topic: While you're at it would great if you could please look into why I'm still getting billed for ADSL and receiving letters offering to upgrade me to fibre. I brought it up with CSR who added a credit for ADSL bill to my account but obviously didn't actually fix the problem..Cheers

Its a design flaw. Your connection shouldn't get 2 Ip's in any case. Probably get patched shortly.
When that occurs you will be back to square one or you can do what Brent said with the HG659 so you dont have 2 devices fighting for a WAN connection.
