Hi,

I had the same issue and suffered quite a slow download and upload speed. It took me a while but after staying persistent I finally got my service provider to arrange for a tech to come back to my apartment and install a master filter. I am now getting a much better speed. It made a big difference in my case and a master filter was required by my service provider but the Chorus tech I got was too lazy to install it and told me before arriving that I wouldn't be getting one. It's sad when they try to pull fast ones like this. In some cases though, I believe a master filter is not always necessary.

My VDSL install Chorus guy was pretty cool.  Suggested they were supposed to be running Cat 6 between the master splitter/filter and the modem outlet.  In my case he tapped into my existing Cat 5e run to the modem to avoid climbing about in my genuinely nasty cramped roof space.  A new VDSL rated splitter was installed to replace the older ADSL splitter that had failed previously anyway.  All on a Vodafone install by the way.
