lucky015: Sounds like 2 different and potentially completely unrelated issues.
Just a quick thought, Request VF do a port refresh (disconnect the modem first) and if that fails a PVC rebuild , Sometimes a line connecting and disconnecting rapidly will mess up the port config and one of those fixes it.
Otherwise its just trial and error, The lack of an IP does confirm a lack of authentication somewhere but that poses a question of where, If it was at Vodafone's side then it would be incredibly unlikely to be just you experiencing the issue, If it was to do with the port then the port refresh/pvc rebuild should take care of it otherwise its likely to be the modem its self.
As for the disconnections, Disconnections = physical issue somewhere but as to where is anyone's guess.
Side note: Static IP will probably not do anything, Once a connection is accepted it checks for a static IP assigned to you, if none is found it moves on to assigning a random or "dynamic" IP meaning there is really no difference other than it being preassigned or random, If the connection is accepted but your account status is preventing you from accessing the internet (anything where the username and password are valid and the account is open but the service is stopped) then it will assign you an IP address that simply wont be able to access the internet but this means you will still see an IP address in the modem, It'll just be an invalid one for internet access, In Vodafone case this will be a 10.*.*.* address (Starting with "10.")
