This is really interesting. Does this relaxing apply to all ISP's using the same Telecom Wholesale system or have they just made this change for Xnet?

Yes it is, I was just having a bit of fun with the response/info.
Can't confirm any exact speeds as it varies, all I can confirm is we've managed to apply enough pressure to see an increase in capacity on the handoff link.
You were correct with 32kbps - in other words bugger all :)
