the majority of the public expect. They expect internet to be like their power, for it to just work, all the time, and if it stops working, it to be fixed urgently, and them to be compensated if it's not.

lol they can expect that if they pay $3-400 for their connection

Can the affected users run traceroutes to these speed test servers and also to fast.com where you're noticing these poor upload speeds?

Speedtest servers themselves might be a bit tricky as you need to run the speed test, have resource monitor open and in the network tab only check and filter for your web browser(or the speed test app) and type in it's full address.
