Well maybe that confirms my theory that address ranges have something to do with this problem.
Xnet's Static IPs are on a different address range to their Dynamic IPs which are now assigned via the new system I believe.
It seems like these "Strange Speed Drops" are only affecting addresses which are being routed via Xnet's new system. Because my Flood connection is on a Static IP, it is unaffected by this problem.

Speed dropped off to ~20-30kB/sec up and down, reset the routers and all was fine again.
...my home connection is dynamic - all connections sync upwards of 5mbit.
