Your slow down in speed is primarily due to congestion at your exchange / cabinet.
Will a master filter help? Technically yes, but practically no. E.G. you could get an extra 10% in sync speed if your lucky, but if you are not getting your full line speed throughput anyway, then this will not equate to a 10% increase in throughput. The master filter will also reduce the error rate on your connection, so technically you could get maybe an up to 1% improvement in throughput if your line has a lot of errors, but obviously you will not really notice this gain.
If your exchange / cabinet is due to be upgraded in future, then yest a master filter is worthwhile doing either now or in future once upgraded.

Also do make sure you log a fault for this with your ISP. If it is congestion, then these calls to get logged in the Chorus system for future assessment of upgrades.

I think the problem you're not grasping is the exact nature of why your connection is slow. Let me try and explain.
For all DSL users (ADSL1, ADSL2, VDSL) there is the connection between their home and the cabinet or exchange, and from there a connection to the rest of the world.
In a lot of cases, the bottleneck is between the cabinet and their home. In these cases, sorting out old wiring and installing a master filter can help.
In your case, the bottleneck is the connection from your local cabinet to the rest of the world. In this case your hands are tied as any improvements between your home and the cabinet will not address that bottleneck. This is why people have mentioned your only options are either to move house or wait until the cabinet is upgraded. This is also why a master filter will likely make no difference.

I totally understand, thank you and is there any way to find out when the cabinet will be upgraded ?

beenz: So just went on the Chorus Web site and Gigatown and fibre will be available from July 2017.
Bit of a time to wait but would putting in a master filter in preparation make any difference.
I am presuming not but will ask anyway.
