Hi.

I'm also having this problem - I've had it for the past few weeks (roughly).
My browsing patterns are not very varied, so the main problems I've found have been us.battle.net/wow/en/, steampowered.com, and steamcomunity.com - steam seems to be the worst.

They load eventually, but can take a while. When they've loaded, subsequent pages load fine for about 10 minutes.

The start of my IP is 203.97. (Edit: I should mention, I'm using cable internet, and I've been with telstra for several years at least - though recently upgraded to a better vodafone plan.)

I'm also finding that I'm getting higher latency playing WoW (a game) - I'm using wireless internet, and I'm usually at 230-300 latency (about a year ago, on a slower connection is was usually 180-250). I'm also getting the occasional 1-second or so delay when playing that.

Another thing is massive 5-20 second lag spikes - I've only noticed this playing WoW, but it affects web browsing as well - however this may be simply due to me using wireless internet.

I have NOT noticed any problems over the past few weeks, and maybe it's just because we are relatively small users (15 Mbps download, only using 15-20 GB of our 60 GB each month) but perhaps a comparative data point from a customer not seeing problems will be of use? Christchurch, InHome cable IP starts with 121.73 which is different to the other replies here.

Over the past few years we have had occasional instances of likely caching-related problems, usual obvious symptom would be taking almost exactly 40 seconds to fetch certain web page resources (static2.stuff.co.nz was particularly common) but I have hardly seen any such problems this year.

Just to throw something into the mix, my connection is ex-TCL cable and I'm on 203.97.X.X but I haven't come across any particular issues personally.

(Although now I've probably just jinxed it!)
