Is anyone able to tell me when the $5 prepay plan change fee came into effect? I don't remember seeing it a couple of months ago but I may have missed it.

Yes I noticed this myself when using their app a couple of days ago. Weird they would have this, if it is all automated. Not sure if it applies for switching on all prepaid plans.

There's a bunch of elves behind the scenes who have to flick some switches and turn some knobs. They have to be paid somehow.
Much like Ticketmasters "Online Delivery Fee". Also elves.

Came into effect in August but doesn't apply if you change from Supa Prepay to Prepay Smart or Prepay Freebees.
