Does anyone know why data and e-mail roaming on Swisscom is unavailable at Zurich airport?  I have asked Vodafone NZ but received no reply.  I recall this happening at one other international airport but at Zurich it was irritating as I had business attachments to send.  Voicemail worked. Airport staff could not answer the question.  Is it a security issue?  Do other airports do this and is the public notified?

Remember when you're roaming you're not actually on Vodafone's network, they're sort of "reselling" another company's connection. You would be better to ask Swisscom, as Vodafone NZ may not know what's going on.

Email is data they are the same thing

What error message are you getting?
Can you connect?
Make sure you are using the www.vodafone.net.nz APN

I am not sure why you would ask airport staff it would have nothing to do with them and what do you mean voice mail worked?

Try a manual network selection to another carrier and then back to swisscom

Thanks.  The RAS error code was 619 on both the modem simcard and PDA simcard.  I tried/checked all the solutions John suggested.  For voicemail, read it that voice calls and messages continued to function. 

The airport had a deal going with Sunrise and were giving out free 30-minute internet access passes; that why I asked them if access to other providers was affected.

Good idea - I'll try to e-mail Swisscom.

Voice and SMS use different parts of the network elements so really chalk and cheese

You are a Vodafone NZ customer so the query should go through VFNZ not swisscom as you are not a swisscom customer,

Fault checking needs to be actioned when issue is happening very difficult after the fact

Really important thing is the APN www.vodafone.net.nz is set in the devices

Just to say that I did phone Vodafone at the time (i.e. from Zurich).  They couldn't help.  It doesn't seem that anyone can, but I'm pleased there's nothing more I could have done.
