PhantomNVD: Well my iPhone 7+ on 2D got it audibly as I was reading on it at the time(and still in swipe down notify list) but SWMBO’s IPhone 6+ (Also 2D) got a vibrate and only just now bothered to check it to see the notification... so no more ‘urgently ‘ than when she gets a txt etc.
Perhaps it should at least continue to vibrate until it is checked?
Gilco2: My HTC 10 never got it and I had even gone into messages beforehand and turned on Cell Broadcast but no message
My HTC M9 did get it (I had turned on Cell Broadcast prior); but it appeared as a standard text message from a 4-digit number 4*** (obscured because paranoia!)
I use an alternative text message app on my phone, which could be why it looked like a standard text message.
No special noise or anything.

Bought mine from Vodafone directly (in a Vodafone store). Interesting that no HTC phones appear on the list, as Vodafone sold them for quite a while.

Could it be because I was connected to the network via a Vodafone Sure Signal at the time?

Doesn't do that for me. I found my friend's Android implementation to be better—his phone added a message to the SMS inbox with the message from CDEM.
On the iPhone once you clear the notification there is nowhere to find the info again at a later time. It's a but counter-intuitive because for other messages you can clear the notifications from the home screen, but if necessary you can always refer back to a message later in the app that stores the message (e.g. after clearing an SMS notification you can still find the SMS itself saved in Messages). My friend iPhone also had the same behavior so it is definitely not just me.
On the Android at least it saves the message and you have to actively press the delete button to remove it.

I doubt they Know the device locations to send them. And also doubt it had the CMAS capabilities built in. So probable cause.
I don't think it's about location. He might be onto something - perhaps the SureSignal device doesn't support the signaling required for this alert to work. Perhaps @MikeHales might have to look at this?
