My partner has a new Doro flip phone, and it got the alert. It's a $100 phone.
My $300 ish phone didn't. (Samsung Galaxy J5 Prime).
So price has bugger all to do with it.

My Moto G (first gen Android 5.1) on Spark got the alert, my Galaxy S7 (Android 7) on Skinny did not.

So from this we can pretty much come up with our own facts from these test reports on the NZ implementation.
Bar the obvious, not being on a primary cellsite cover that was missed from the applied broadcast list (there seems to be some funny stuff there..)

What version of iOS are they running? I am pretty sure the website says you need iOS 11 to get the alert.

Maybe they just think that someone named Batman should be more than capable of looking after themselves, alert or no... :D

OOook. So a bit of Dr Google strikes again
The 'channel' CDEM had on their page, and since redacted, is not actually a channel. It is a message identifer in the 3gpp standard that matches with our findings. Presidential message

So the NZ channeling change is still unidentified. Or may be using 050. But I would expect more to have triggered if it was

It does use the default app (disabling it's permissions was how I disabled alerts - and it's not clear at all that if you do so that will happen), and if you click the message without reading it to shut the sound up you get taken to the default app - which if you don't use it then doesn't actually show the message, instead it asks you to make it the default and asks for permissions. So, not at all helpful in an emergency.
Appears confirmed on XDA forums too..

I got it on Skinny (On an Android) must be some towers that it didn't work on
