Microsoft has made Windows 10 1903 available MSDN now.

 

Delivery via Windows Update is planned for May.

Just search for Windows 10 and on the left side the last item in the checkbox list will be "Windows 10 1903".

You can ado opt in to Windows Insider
Then after upgrade tick the box in WU control panel to automatically opt-out with the next major release

Downloading is so slow <200kbit on gig fiber!
Feels like I'm the first to download and getting it into the local CDN
OR
the server is getting slammed with everyone getting it.

Are you on 2degrees? I had the same - but then tried a VPN and it jumped from 200 KB/s to 5 MB/s... The problem is that I then switched the VPN to Singapore (for a more direct route) and my MSDN account was locked for 24 hours. Now I have to wait to download tomorrow...

(I've yet to have an update that didn't break the sound devices / choices etc)

 

The icon changes are to distract you.
