Does the drive have any lights showing that it sees the 12v power?

Open disk management in Windows and make sure the drive has got a drive letter.
Sometimes Windows needs to reallocate one.

There is no drive showing...so not sure what you mean.
Do I just right click and assign one if so should the external hd be connected at the time ?
Thanks

Connect the drive.Right click on my computer.
Click on Manage.
On LHS click on Disk Management.
The drive should show up there if its working.
Does it have a drive letter?
If not right click on drive and give it one with "Change my letter...".

unless you can pull the drive out and install it internally inside another PC to test you might be out of luck and its dead.
