From what I understand, you can also do 'time machine' to a network drive as well.
Still, understand the meaning of Time Machine - Going back to a stage where things worked and thats important.
In Windows, if some update screws up my system, I can just go back in time by selecting the recent System Restore Point created and that resides in my local drive.
It would be nice to have the same with Time Machine

I agree, there are few differences between Windows System Restore and Time Machine
