I claim you maybe both correct. My opinion is the writer might have been compensated when creating the content and SMH originally published it - NZ Herald picked it up as part of the syndication and might not even be paid (but indeed pay) to run it. Basically a filler.

What does agile mean. ??....

Probably no guaranteed hours but you must be available at drop of a hat which prevents you get another part time job.

Something that should be regulated against.

Of course he does, and Guyon Espiner always knew he would, this is a classic security service "neither confirm nor deny" situation.
Funny, they asked Helen Clark who they report as actually saying "I can neither confirm nor deny".
They apparently didn't ask Chris Finlayson or Sir John Key or Dame Jenny Shipley or Sir Jim Bolger, all of whom would have given exactly the same answer, or told RNZ not to ask such a silly question.

Little is the current SIS minister. Clark was a member of the 87 govt. None of the National party people you mentioned were members of that government. It makes perfect sense to me not to ask the National party members.

Is it just me or is this RNZ headline confusing? I thought it meant the bugger had actually been released on bail, which is how I read it. I had to read the whole article to discover that bail has not been granted, merely set at $1.25 million. Is RNZ now getting its journalists from primary school?
