So, ‘on tenterhooks’ has been used in its correct sense in this headline.
The fact that two Americans that live in Taranaki, had voted and were awaiting the outcome was conflated to mean the whole of the province was anxiously awaiting the result.

Not an article but a style issue.

Why does the Herald insist on referring to people in its articles by their surname only without any prefix? For example, a story about Jane Smith will mention Jane Smith at the beginning then refer to her simply as “Smith” for the remainder eg “Smith complained that”, “Smith said it was unfortunate that” etc.

In polite formal English, she is either Mrs Smith, Miss Smith or, if you must, Ms Smith. Or she is Jane Smith or possibly Jane.

Not since she left school has she been referred to as “Smith”.

On a related note, I’ve noticed how Trump is very rarely described as President Trump on the NYT but Obama is regularly described as former President. Mostly it’s Mr Trump on that platform.

Personally, in those circumstances, I have no qualms with them throwing that slight level of shade at Trump

Nobody would be properly addressed as “Smith” unless they were in school or the army. It’s impolite.
