I saw that site last week and thought it looked odd and I wondered if someone had nicked some panels - but it crossed my mind that maybe the requirements/specs for the site only necessitated eight panels. However I know absolutely nothing about this subject.

As for the cell tower, it's at least fenced off to deter any potential 5G conspiracists tempted to set fire to it.
