... unless he's eating a big ice cream and has got it all over his face - in which case it's Tip Top beard.
There are five people wearing masks in the photo - just before he took the shot the photographer noticed that the four facing away from the camera were maskers. Give them the benefit of the doubt.

... and Cliff Road runs into Maskall Street - so no issues up there either.
