Oddly I recently had my drivers licence rejected as ID but they were happy with my firearms licence! Was an overseas organization, but I will still surprised.
Unless I missed it there is still no confirmation on the purpose. Different places will have different rules around what is acceptable or not. For example when dealing with the NZTA for a licence application you are limited to:

You need photo ID to get photo ID!
Passport was the easiest way to go. Lasts 10 years now, so $180 works out as only $18/year.

Daughter needed ID as a school we will have the odd homestay from, wanted Police report. Needed ID also, 18+ no go. Did new passport online what a nightmare, as no ID, Set up RealMe had to got to PO to ID herself even thou no accepted ID, would have been quicker to fill in form and bus to town to DIA. But its done, when I renewed my PP, online, in my letterbox in 3 days. She did advise me that no banks robbed lately, so got proof now!

While I can understand why they'd want to have a police report - what guarantee do you have that they don't archive the data?
If they do archive the data, then what guarantee do you have that the archived data is as secure as the police database?
I wouldn't trust a school any more than I'd trust a corner dairy with data security.
Sorry this is a bit off-topic, but it seems that allowing access to a "police report" seems to be standard procedure for applying for jobs etc these days, yet do they guarantee that these reports are deleted from their records immediately after reading?
remind me when i first got to uk - my passport and letter from accountant got me a library card, my passport, letter & library card got me a studio flat,my passport, letter, library card, & studio flat rental agreement got me power, my passport, letter, library card, studio flat & power account got me my telephone account - 4 month latter i think i had all the proof people want to say i am me, and live at x place, but working that out in the first place was nuts, so find out what they want, then work out the best way to get there - passport is a good start for most things, even if not traveling

Oh they love their red tape in the UK. Try opening a bank account with a british passport only. It's easier if you have an NZ Passport with a visa!

It was thirty years ago, and I'd hoped things had improved but they probably haven't.
I was going round in circles trying to get a cheque account, it was completely hopeless until I complained about it to my rich cousin. "No problem" he says "would Soho Square branch do? Good, I'll get my account manager to call them on Monday"
10:15 Monday my phone rings "Soho Square Branch Manager's secretary here, would 12:15 be convenient?", and by 12:30 I had an account and a temporary cheque book.

yeah i was told this too, was also told that asb could open an uk account for you before you go, so did that (no idea if they still do - it was 17 years ago now) so i did have an uk hsbc bank account, cheque book, and visa before leaving NZ, was best thing i did - watching other people trying to get a bank account when i was over there was painful
