I just reread this and realised it could sound like it was directed at @wellygary. That is absolutely not the case and if anyone saw it that way, I apologise. My comment was meant entirely for Stuff. Reaching for a (very tenuous) NZ connection in this context is clickbait gutter journalism of the lowest kind. There was a tragedy. People died. That should be the end of the story. New Zealand has nothing to do with it.

So years ago my son was ripped off $1200 on Trademe by a woman in Christchurch.
Took all the paper work in, got told by police "They were known to police", then 6 months later were told "we will not be taking this any further"
Then the Chch earthquake happened and we could not track the person down.
Now a decade later $400 is a "significant theft"
And there are stories all the time where police tell victims to let the perpetrators go because they are "busy".
Aggravating, isn't it? I'm technically still owed ~$3000 from about ten years ago. Took the guy to court at the time, got a court order for him to pay me, and he promptly left the country.

For small crimes, I don't even bother with the police now, there is no point.
Crime is not falling, the reporting of crime is, and thats a damning indictment right there.
I have needed police help a few times to resolve issues and have NEVER been helped.
The time and effort wasted over John Key's "Cup of tea tape" that was dropped as soon as no more political milage could be gained was a deliberate waste of police time and resources, he should have been prosecuted.
We now see how "wealthy" people and groups are preferentially looked after by the law.
