It was a gentle poke fun at the police, because to be perfectly blunt you DON'T see them out walking the beat anymore, they are always in their cars driving around! The whole community policing thing is missing these days, personally I think they should make time to get out and about and be the local policeman for an area .. paperwork should not be something they have to bother too much about as surely there are office minions who can type up reports from the notes ?

There were office minions, until National fired them all.

More money for the front-line and all that.

I remember growing up in Hamilton I used to see them walking the streets usually in pairs. And they had helmets on. Was unthinkable not to have one.
