joker97: half full or half empty: well it nothingness as brushed off by everyone became a problem because the margin of error (of non payment) was obliterated by the cheeky neighbour who is still none the wiser.
maybe place all his letters on the top of the bin next week so that when they opened the bin they will get a shock.

What do you think the Council's reaction to illegal fly tipping of rubbish (with identifying paperwork as to the 'owners') would be?

I guess illegal duping becomes a police matter. But would you report duping to the police? It seems quite a kiwi thing to do. We had neighbours across the road put stuff in our bin, luckily we got it on video, so took the bag out and just put it outside their fence and they took it back. Would also recommend some form of video surveillance, as you can buy hunting cameras quite cheaply these days. Just make sure you don't point it at other people properties, and you are only recording areas within your own property, as it becomes a privacy issue if you are recording onto other peoples.

I have a friend who goes to bed early and wakes at 3:30am every day and plays games until dawn. Weekdays, weekends - it matters not - he sits in his man cave which sits hard up against a shared walkway. The person in unit 4 had a habit of coming home at 5am and throwing various fast food wrappers, bags and scraps in his bin. He didn't care all that much until the same neighbor chased his cat with a water pistol one day so he 'dog pooed' the underside handle of his wheelie bin lid - right where your fingers sink into to lift the lid.
Sure it was a little annoying to clean the bin with the hose, but he can still hear the sweet memories of her wailing, crying and dry heaving outside his man cave window. One can only imagine that she somehow got it all over her face. Whatever the case, she never put rubbish in the bin again which was a shame, because he genuinely didn't care. He loved that cat though.
