Put the starters under the chimney on the grate.  I use a single starter, works perfect

Maybe it's the firestarters I'm using?  Tui | Wood & Wax Firelighters 100 Pack | Mitre10

 

They just don't flame up in the bottom of the stack

Yeah that will be it. I have used the natural ones before but ended up having to double or triple stack them so just went back to the standard white ones.

I put the starters (type and brand irrelevant, never had an issue) on the bbq crate, then fill the chimney with briquettes and place this over the lit starters, works every time.

 

That is of course, assuming I’ve read your posts right :-)
