I tend to agree with you. Our local paper the Manawatu Standard typically only has 16 pages in it. Not that I ever buy it.
gzt: The clickbait pays for the remaining quality journalism. That's the way it is now. Tbh I'm not sure why some here are interested in reading the clickbait. There are plenty of good quality stories on both The Herald and Stuff daily.
What would the situation be without these local media services? It would be bad no doubt about it.

One thing that is peeing me off on Stuff online is that they are putting ads at the start , during or at the end or between of their polls.

Not about the headline, but do the Stuff reporters actually proof read what they write below the headline?

I don't know what has happened to them but they have really gone downhill lately. Terrible stupid editing/proofreading/spelling errors, content errors, sloppy photo choices, all kinds of carelessness/indifference. I greatly regret this, because there is so little intelligent quality journalism in this country. Don't know if it is related to the Clare Curran issues or related resignations or other political matters but RNZ is not even a shadow of its former self. I very much hope they recover from this sooner rather than later.

I have very little confidence in anything they publish. Apart from the glaringly obvious incorrect words and missing words, how can you even be sure the numbers, quantities and dollar amounts are correct? You can't!

Regardless of whether they're saving up the rubbish or not, they're effectively just tossing it on the side of the road. I don't see anything actually "wrong" with that article.
