Nope.
Even in the IT world it's not cheap, Heavily depends on stack your connecting to etc.
if providers drop to IPoE rather than PPPoE it becomes reasonably possible with a cheap mikrotik or x86 router build.

Fun fact; my first broadband was a whopping 600kbps over cable (in the UK). It was 600kbps because they wanted to be faster than the main incumbent of the time (BT) who offered 512kbps. As an upgrade from a 56kbps modem it was luxury!

mine was 128k and we paid by the mb for the bandwidth we used, fortunately me and my cousin had no idea what were were doing on the internet and just used it to play quake 1 multiplayer and chat on icq so it never really amounted to much
We eventually upgraded to a product called jetstream or jetstart (cant remember) which included something like 500mb of data and then we discovered Napster ;-)
