I was on Telecom’s research and insights team at the time and none of us were surprised that we got unbundled, even if it was our job to fight against the govt intervention. I got made redundant soon after.
It was memorable and shocking to hear our own CEO - Theresa Gattung saying “The industry uses confusion as a marketing tool.”

It wasn't until second half 2009 they released the Big Time plan which included full speed download and upload as a mainstream priced offering.
Even though I know what you mean, I still had a good chuckle seeing "Big Time" described as full speed.
I don't know anyone on that plan at the time would have described it as full speed. It was painfully slow most of the time, with downloads often going slower than dial-up (<5kB/s) and SSH sessions having several-second delays or dropping after a few key presses.
That said, it did get a lot better after I started using an HTTP proxy that always set the Referer header to youtube.com.
