Exactly, no matter your stance on copyright law this is stupid legislation from an implementation point of view.

Big difference between Law and Statute.

The Law of Gravity will always exist, a Statute on the other hand, is up to the minds of wo/men.

Back to the topic, I appreciate all the comments.

I think the best suggestions so far - are people given the password - the house rules are please don't download copyrighted material.

Like all rules though without someway of detecting the rules have or are being broken it's pretty meaningless.

I'm surprised that there isn't some simple techy solution. Librarys, hotels, restaurants, airports etc all share wireless internet connections to unknowns and would face the same problem.

It could be argued however that a car is not a transport medium that results in the copyright being broken. A computer network allows replication of data.
