I'm not quite sure where you're not able to use the Internet to it's full potential given the list you provided.

However I'm not so sure that you're paying anything more than many people in other parts of the world do (yes I realise there are exceptions - we've discussed this before and there are reasons for those exceptions!). I pay a similar amount for my Internet connection in Singapore as you - yet it performs worse than my Australian and NZ DSL connections ever did, despite having a much higher claimed peak rate.

I missed this post earlier. That delay you clearly see is due to the approximate 12000km distance that the light in the fibre has to cover.

The only way to fix that problem is shift NZ closer to the USA.
