I am pretty sure Chorus have the right to withdrawal VDSL in any UFB areas. They have yet to do this however.
While it may make people move to UFB they may also just go to Spark Fixed wireless.
Some people can't get UFB yet (even though it's available in their streets) because of consent issues. Rock, meet hard place.
And that is mostly fixed as of 2 Oct (about 70% who have been blocked should be able to get passed this issue now)

Which is good, but there are still some in a situation not of their own making, unable to get UFB because of neighbours, etc.
Actually it is there problem.

Copper withdrawal code
The minimum requirements that the code must include are that, before Chorus is permitted to stop supplying a service under section 69AC or 69AD,—
(a)
the end-user in relation to the service must be able to—
(i)
access a fibre fixed line access network; and
(ii)
have a fibre connection installed—
(A)
within a reasonable time frame; and
(B)
whether the connection is standard or non-standard, at no cost to the end-user;
The problem is the difficult people are typically absent landlords that dont give a crap or members of the blue rinse brigade that only have an old telephone service and hate change. Neither would be affected by a conklin. Having no phone at all without the upgrade would sort the second lot out but so long as someone will pay to live in the place, the absent landlords will not care if there is no fixed service available at all as its not a requirement for a rental property to have working fixed broadband.
If they sorted that out with all this rental changes they are wanting to mess with then perhaps they might start to care?
They can withdrawal VDSL (they could do that today), however this is likely to be a notice period required before they disconnect people, it is unlikely they will do this any time soon a they risk driving people onto say Fixed LTE
They can not withdrawal ADSL 2+.
However, under the same proposed law, copper in UFB areas becomes non regulated so they increase the price on it, they can not do this for rural areas without UFB.

It's awesome for those small towns, but meanwhile in Mt Roskill, 2020 till I can have it!
Same problem here! It's great that the small towns are getting it, but how about those areas of central Auckland which are only served by ADSL.
