Looks like it is starting in Germany.
Slightly disappointed/interested to see it is 10586.29. Will have to see how it goes when it finally lands here. My experience on my lumia 640XL has not been exactly stellar.

Just tried to use the update advisor app and said I have to wait for the telco to OK the upgrade (lumia 640)

I had the same, i had to do a scan of a bar code that gave me the direct link from my phone.

 

installed it, said congratz you can upgrade but you need to wait till the telco OK's it (vodafone)

Got it now, suspect you need to have Insider app installed before its accessible.

On my NZ 930, I could install Upgrade Advisor (search "Upgrade Advisor" in the store) without the Insider app. Just tells me my phone will handle the upgrade to Win 10, but that the upgrade isn't yet available.

I was running Windows 10 Preview on a Lumia 435 (as low end as it goes) and it has automatically upgraded to version 1511. That might be another way to get to Windows 10 now.

I was unable to add my primary outlook email into the Outlook app even though Settings said it was my known account. Outlook claimed it did it, but it never appeared.

 

Had to do a factory reset, and after the reboot and device setup from scratch, Outlook was happy to add my primary account.
