So does this mean we have an ADSL2+ capable exchange, but no cabinet yet?

Ok, so that means you are within a couple of km from exchange. What are the actual sync speeds of your router? (Not speedtests).
What is the in home wiring like?

The Telecom cabinetisation list for May 2009 (http://www.telecomwholesale.co.nz/f530,260952/260952_Copy_of_9367_090128Webmigration_-_May.xls) indicates my suburb MAY not have been cabinetised quite yet, even if the exchange is capable. Does this matter? ie. does ADSL2+ require both exchanges and cabinets?

As noted previously, the sync speeds (today) are:

DSL Upstream Rate: 945900
DSL Downstream Rate: 8524800

In the 'real world' I'm downloading at 5-700kb/sec from NZ servers (Ubuntu) and 2-300kb/sec from aussie (Arch servers). Just last night I actually managed to watch youtube without it buffering.

The home wiring is of unknown quantity. it's an older house, but has been refurbished at some stage in the past 10 years. I wouldn't want to pay to get it checked / upgraded though, unless I was sure it was the problem.

I'd say this is likely the issue. Options:

1. play with the wiring yourself - run a fresh dedicated cable from demarc to router. You need to know what you are doing though.
2. Request xnet to have your connection upgraded to full install: $150 (and make sure Chorus tech does the above)
3. Log a fault, but this could cost you more if internal wiring issue
4. Leave it as is and put up with your speeds.

Certainly number 1 or 2 above would be worthwhile, but unfortunately no guarantees.

I'll probably give #1 a go at some stage and let you know how I get on.

After changing the connection mode to ADSL2+ Anex M, line stats improved a bit:
DSL Upstream Rate: 945900
DSL Downstream Rate: 9173800

Down up
DSL Noise Margin: 16.0 dB 12.30 dB
DSL Attenuation: 7.5 dB 19.5 dB
DSL Transmit Power: 19.7 dBm 12.3 dBm
