If you think Apples in the game to make "people happy" I think you misunderstand capitalism. Their goal like most, is profit, profit, profit.
myopinion: Cutting costs is what any company in their right mind try and do, as it is pure profit that you gain. Apple like any other manufacturing company would put cutting costs high on their priority list. However this would not be at the expense of a beautifully crafted piece of hardware.

Apple is unable to accept credit, debit, or cheque associated with a billing address outside of Australia.

I've ordered via NZ CC Card and sent to Father in-law in AU.. I'll see what happens..
