But logging in with AppleID then MobileMe through the auto process to migrate leads to a "not yet eligible" message.

Do you currently use/have MobileMe?

I log in to iCloud fine, which redirects to a MobileMe login page which I can log in to fine. It then says "not yet eligible" but once migration is alive this will then start the MobileMe -> iCloud process.

Sorry.

If you already have a mobile me account you have to wait until you have iOS5 i think, then you go to log in, and it gives you the web address to move your mobile me to iCloud its something like me.com/move as a bonus for paying for mobile me for all those years you get 25gb of storage, well for now it seems. don't forget once you move, some of those me.com syncing features won't work anymore.

You can now re-download purchased songs from a NZ itunes account it seems. Go to the itunes store and it has all the music you've bought not just apps and books as was the case previously.

Also automatic download for purchased music on your iPhone with a NZ account. go to settings -> store -> music

Tried it myself. It said I have to be a developer and it's not yet available to the public.

It works for me except only the find my iphone part. It says I need to set up the rest on my iOS 5 equipped iPhone.

I tried the iTunes in the Cloud thing. It really is quite a seamless experience. I bought a song from my PC and stared at my iPod. Nothing happened so I thought that it wasn't working. I decided to check my music and I saw it was just there! Brilliant!
