Forget roaming type arrangements, it is not roaming any any form.
In the past if two or more operators agree to share a tower, the operators still needed independent radios, antenna, feeders, cabinets etc - the tower was the only thing that was shared. This mean double or triple the gear attached to the tower, which makes the upgrade almost as complex as a new site build.
Using MoRAN, when a VF tower, that they have agreed to share with 2DM, is upgraded, a special 4G radio system is installed (called MoRAN). This enables multiple independent companies (VF and 2DM) to operate independently but using the same radio, same antenna, feeders, cabinet, power supply and tower, and maybe even the same frequencies. Broadly speaking the tower owner benefits by sharing the cost of upgrading, and sharing the future costs of maintaining the tower. The exact nature of the benefits and how costs are shared/recouped depends on the exact agreement they have.

At least you have unlimited mobile data here, you get big data plans in Oz but never unlimited, I think the most you get is with Optus and it is $119 a month for 500gb, but after that you pay $2 a GB

Off topic, but I don't think the unlimited data plans available in both countries are that expensive. Can get unlimited mobile data in AU or in NZ for circa ~$40 a month which is really not bad if you ask me. Sure speeds reduce after a certain amount but it's still more than useable.
On topic, I think this absolutely fantastic and is a great way for providers like 2D to expand their footprint and for VF to help with network build at a lower cost. I would like to see this initiative expanded - surely this can only lead to improved coverage and better networks at lower costs which is a win for everyone. I wish them the best with this and hope it's successful commercially.

@user2 First MoRAN is meant to be live middle of this month but that will still leave 199 to go :)

Having a look at RSM records it looks like Tory Channel (Marlborough sounds) is going to be one of them, the TOPO 50 Map ref for Vodafone and 2degrees is identical and just been registered in the past few days.
Edit: Reading on a little more I can see L700 frequencies have been registered to plug that big 4G blindspot Vodafone has between Waiouru and Bulls, can only assume they will be MoRAN.

Yea that’s true. The cheapest unlimited plan is $36 with Skinny but slows down to 1.2mbps once you reach 4.5gb but I heard it is still fine to watch videos. If you can find 4 other people you could join 2degrees group unlimited mobile data deal that costs $40 for unlimited data but slows down once you reach 40gb but one person has to pay the bill you can’t pay individually.
SD maybe. But forget about HD.
