Your modem stats page is listing a download connection speed of (approx) 5000 kbps, yet on a speedtest you are only seeing about 650 kbps (about 15%, give or take).
There are a couple of basic things that stand out to me:
1) The sync speed of only approx 5000 kbps. The primary reason for this is going to be your distance to the exchange. You mentioned earlier there was a cabinet (MOD/BP) to be installed in about 6 months time - if you are going through an ISP that is using Telecom Wholesate, then when this cabinet goes in, your sync speed should also increase. You may (well, probably!) find there are also wiring issues inside your house that are lowering this, and a master filter/splitter proffesionally installed will help. Overall, a sync speed of 5000 kbps isn't fantastic, but there's a lot of people that would be grateful to even see that!
2) The massive difference between the sync speed, and the actual download speed is your biggest problem though. This is most likely to be a congestion or similar issue. What happens with speed tests at different times of the day, and to different servers? From memory, the one you posted was in the evening - pretty much the worst time to try... Try a couple firs thing in the morning, and see if there is a difference. The next step in resolving this is probably to call the ISPs helpdesk, and get them to follow up from their end.
In now have the line stats, are they still nessecary, tell if you want them?
I remeber when we moved in something was installed, unfortunaly I was not at the house and so I am unsure of exactly what is was. We are using a line splitter, one that plugs into the phone connection and outputs internet - phone.
Just did a speed test, same conitions, at 6.00pm (Sat)
Down: 3.90mb/s Up: 0.85mb/s Ping: 10ms
Looks to be a small improvment. Also, I may have already mentioned this but I do live in a gated-village, we may all be using the same line. Could this affect it?
ATM, the speeds are respectable, if they remain, then I may not bother.
