if you VPN'd from the device and the hotspotted that VPN, no. if you ran a VPN on a device off a hotspot, TTL issue would still be valid.

think of it this way, the trick to using TTLs is, you make it so when the packet lands on the device it cant be forwarded on by a router that respects that..

Very easy on a decent router, but That's an edgecase that i expect 2d would eventually cotton onto and give them the big red mark..

I think that's part of the "machine to machine" exclusion - technically a VPN would be a violation of the terms, too.

if you have a rooted android it's trivial to add 1 to the outgoing TTL, there's a buttload of apps on the store that do it.

having said that though, nobody's sure whether 2d will use the TTL method in the first place

So what's the tethering / mobile hotspot data allowance? As people will still want to be able to do this.

I agree. They should have an allowance for tethering rather than ban it all together.
A lot of people use tethering daily and not being able to use it will absolutely put off a fair few high data users.
