I've stopped data sharing to my dashcam sim cards now and have removed the sim card from the dashcam in the car that's at home. Will hopefully get my other car back tomorrow and will remove it's dashcam sim card then. If I'm going to have to do what 2d are forcing on to me with no notice, I'll do it with another provider. I'll move all my families mobile phones away as well. Broadband will follow shortly after, even though I only re-signed last month so will have a break fee to pay.
The smart thing for them to do would have been to start billing currently non-billed sim cards that use shared data to the account that's doing the sharing at something like $5/mth. That would still have netted them a good return. And with no need for the inconvenience of constant prepay topups, everybody would've probably been relatively happy. Aside from the lack of communication, which is exceptionally poor from a communications company.

This is not a contract term but just paying off a handset
Traditionally, that was the case. Mobiles were either offered outright or as part of a contract plan. In these contract plans, the plan and the device were bound together.
Times have changed though. The term contract was uncool, enforcing business logic on contracts was complex and there was growing pressure on justifying break fees. Introducing the 'Interest free payment', it separates the plan from the device, whilst still binding the customer to the service provider, they're also able to offer inducements on certain devices (distributed over time, to avoid someone buying and then cancelling) very similar to what they were able to do on contracts.
On 2 Degrees website, you can find plenty of IFP discounts.

eg. for the flip 5, you can buy it $1879 or interest free (36M) works out to be $1278.92
Telcos will argue that the IFP and plan are too different constructs, and they can change the plan without impacting the IFP arrangement. That being said, I would still file a formal complaint with 2Degrees. Unilaterally changing terms without notice that materially changes the cost profile for the worse is not ok.
If you do choose to leave 2D, you'd be expected to pay the remainder of the device balance, but I would strongly argue that you would be entitled to ask for the 'discount' (if any eg. the remainder of the $600 discount if we used the above example) to be paid out in full as this is a change that they're introducing.

They could have avoided a lot of this by proactively sending out comms to the account holders ahead of time.
Within this letter, they could said "Sorry but we're no longer able to provide this service under the same terms that you've enjoyed previously. To continue with data sharing you need to meet these conditions.....
You currently have the following data sharers:
02x abc defg
02x zxy wasd
If these devices do not have a plan, unfortunately they'll revert to prepaid casual usage in 60 days time"
Whilst this wouldn't have been well received, it would more than likely satisfy any notice or terms and conditions issues.

Most likely they've been told to keep schtum on this one so I wouldn't expect that they ever will. Organisational silence is a proven strategy for protection, plus it gives PR people plenty of room to breathe before they send their spin into the ether.
Playing devils advocate: the MSM either haven't picked up on this yet or aren't interested because they don't understand the impacts, and it hasn't blown up on social media. Until something fundamentally changes in these spaces PR may not be necessary. A handful of people complaining on Geekzone probably isn't regarded as anything to be too concerned about.

I'd venture that 2D has withdrawn from the forums. One NZ and Spark still have people here, they don't respond to everything but they still engage the community. I think 2D has gone radio silent for some time now (even prior to the Vocus merger).

I did take a look at their social media. On Twitter it is mainly Spam these days making it harder to filter but also I've seen them filtering comments on their Facebook + telling people to hit them up by a DM taking it out of public view. There isn't as much transparency on how many grumpy customers there are except on platforms like this + there was radio silence before today too so people will only be finding out this is the reason for their "outage".

As others have suggested if they allowed people to add the sims on my account for lets say $5 per month but still using my pool of data I'll be OK with that. It is much like smart watches at One which are also $5 per month.
More and more IoT things are coming on the market. My wife would also love to keep using her iPad on mobile too while she is on the train etc so providers should be encouraging this.
(also annoyed that development went to this over esim for Apple / Samsung watches but that is another story...).
