Over the last few months I have been using more data during the month, than I get in my $19 carryover combo.
As a result, my "stash" of carryover data is getting to the point where in the next few months I will run out of data before the combo renews.

I was looking at purchasing a $50 3Gb Zone Data Pack, but I am wondering what data would be used first if I had this data pack as well as carryover data
I would hope it would use Zone Data first since it expires but I can't see this confirmed in the terms and conditions

Can anyone advise?

The zone pack data is used first, then non-carryover national data, then carryover data.
