When you reach your data cap limit, it slows down to dialup speeds. Does the fact that we have unlimited data between 1AM to 7PM mean the speed will increase to normal broadband between these hours?

Nope unless something has changed in recent times... On a "standard" (ie: not AYCE) slingshot plan when you exceed your data cap and are throttled you don't become un-throttled in their free off peak time.

I remember seeing in the forums that even when capped, you are able to download at full line speed.. if you meet the criteria based below:

* If you are downloading straight from slingshots core. eg.
-Cache servers
-Content servers
Hosted at slingshot itself.
