The manufacturer pushes out the updates. The telco approves the updates before the manufacturer pushes them out.
If you got a overseas device the release of updates would be based on the country/telco that the phone is originally from. You would still get them
Actually that is not true for the Nexus devices, at least the ones bought from google play.
On a Google Play Nexus device, the update is pushed directly by Google, without any operator intervention.
sson013: Noticed that quite a lot of people are still ordering from AU Playstore so I guess just an update on my D.O.A issue from the AU Playstore. This will come in handy if anyone else runs into a faulty N5 purchased from an overseas Google Playstore. While Google might refuse to RMA to NZ due to their own overly restrictive policies, your credit card company likely disagrees with their stance. At my request my AU friend filed a credit card charge reversal with explanation of Google's stance. The charge was reversed successfully after 2 weeks.

How many days after the purchase did you file the reversal request? How did your friend explain the situation regarding oversea RMA, i.e. bought a phone for oversea friend, or moved to oversea?
