That said, they do sometimes ping travelers returning with newish used goods. Friend of mine (true!) bought golf clubs o'seas and brought them back undeclared. They queried him and he claimed they left NZ with him, and somehow they were able to know he left with one checked back and came back with two. Clubs seized - he had to basically buy them back.
I've heard similar stories with folks bringing back skis.
But those are very different items to a cellphone in your pocket.
