Let me just say I am very happy with my nokia 920 and I also have a old Nokia C2? that I have hooked up for Nokia Suite for sending and getting txt as I havnt found anything else that works.
But
There are a lot of apps I would like to have or play with that dont come out for win8 so
I need to buy a Android phone or small tablet with 3g
I will go to $300 for this indulgence
So What do you suggest??

There's no good Android phones for under $300 new. Either save a bit more and buy a Samsung S2 new or look for one second hand. They're way better then any cheap new ones around.

it would depend on what the OP is wanting to do with it, if its great displays and fast speeds then you are right, but if not then there is a lot of great offerings especially older models you can pick up pretty cheap. HTC Desire is under $300 and still around in some places . Galaxy Ace 2 is not too bad for a new phone or the Telecom Y300 for $199.
They all have limitations but you should get a good feel for Android OS

Alcatel ot-993 from 2degrees $249

I have bought 4 of these lately and seem to do a good job
1 each for wife and daughter and 2 for friends

But as already stated depends on your use.

You have to do a bit of jiggery pokery to pretend you're in the States but it's a nice phone for a good price

How about a tablet? You could pick up something like a Samsung Galaxy Tab 2 7" for $300.
