Are there other Android options to the Moto G 2nd generation in the $300 max range?

Shouldn't the update come from Motorola as were't these phone carrier independent??

I'm not sure exactly what you mean by carrier independent. Supported updates independent of carriers would be nice! I believe Motorola does not release patch for G until carrier has tested and agreed. In practice I have no idea how that process works but I'm guessing it is some combination of geo and local carrier consensus.

M provides a desktop updating application but ime it never gets anything for g2.
