Terminating the "Phone" app clears it temporarily but restarting the phone brings the notification back.

BigHammer: The notification is generated by the network and will continue to do so until the message has been cleared.
If you don't want voicemail on you could ask for it to be deactivated?
coffeebaron: Also depending on your provider, you can usually call your voicemail by dialling your own number, thus using included plan minutes rather than 20c.
