without clearing / deleting the voicemail (and waste 20c)?

Terminating the "Phone" app clears it temporarily but restarting the phone brings the notification back.

The notification is generated by the network and will continue to do so until the message has been cleared.

If you don't want voicemail on you could ask for it to be deactivated?

Also depending on your provider, you can usually call your voicemail by dialling your own number, thus using included plan minutes rather than 20c.

Or call from a landline.

Lazy is such an ugly word, I prefer to call it selective participation

No, I still want to have the voicemail feature, it's just not being able to clear it, say I knew what the message was or its already been dealt with for example.

I remember htc have this setting to reset notification, can't seem to find it on Sony Z1.

Sparks seems to just spit out "message cancelled" in loop, worth a try.

Yeah its annoying.

I just leave the outgoing message on the voicemail telling people to text or email me and when it fills up call up from work and mash * and then delete them all without listening to them.
