I'm looking to paint some internal tilt slab concrete. Is it OK to paint over the joints? I've received contrary advice regarding the correct process—any other advice would be appreciated.

Sealing against moisture will be the challenge.  By default the corners get wet.  I regularly see damp spots in the 90' in my office

 

Painting over the silicone will largely depend on what type it is and the paint you are using.....
