Or the police are using their discretion and not arresting people for walking their dog. When everyone's an enforcement watchdog you're going to get a flood of complaints about things that aren't really an issue, or where the most appropriate thing is a warning because it's an oversight, not deliberate flouting of the rules. It'll sort itself out over time.
