I'd say that's a yes. I'm wondering if the official service centres will service parallel/independent imported vehicles.
Tesla NZ will service them, at your expense. However, you won't be able to Supercharge a Japanese import since Japan uses Tesla's proprietary connector whereas Tesla NZ uses Type 2/CCS. I don't believe any of the connected services in the car will work either as all cars come preloaded with a mobile connection for the region the car is sold in. It's possible you could locate and insert your own data SIM but I'm not sure how well that works - Tesla NZ won't do this for you as far as I'm aware.
