Initially there are clearly waved yellows happening, but then mysteriously a green flag comes out prior to the 2nd accident?!

Wow. his head and the rear of the digger. head on into the dogger tyre or body might have been better with the head and neck support, but not where he hit

Green flag was the next bend.

I can't see his head hit the tractor from that video but I presume it has. But the car lifted the tractor!

It seems as though the double waved yellow flags were changed to green when the tractor started moving the car away. Seems as though the FIA put too much emphasis on getting the "racing" back under way at the cost of safety.

In that case someone stuffed up real bad if it was green flagged! That was not what the fia statement said, double yellow when crashed

This is more about standing FIA regulations rather than any call made by the race officials at the time.

The flag marshal shown in the video performed exactly according to regulation.  The double waved yellow flags were waved while the "tractor" was recovering Sutil's car from a position "beyond" the flag point.  At that time, approaching cards were not yet clear of the hazard when they passed that flagpoint, so the green flag will have been displayed at the next flag point down the track.

As the "tractor" with Sutil's car attached reversed backwards towards the gap in the safety barrier, they passed the flag point.  This meant that that flag point was the first point "after" the hazard, and accordingly the yellows were exchanged for the green.  It was very close to this time when Bianchi's impact occurred.

But the key point here is that Bianchi was under "double waved yellow" conditions when he lost control of his vehicle *and* when he impacted the recovery vehicle.  (Despite the fact that the track had "gone green" a couple of meters further round the corner)

The important question to ask of Race Control is more along the lines of, "Should the Safety Car be deployed whenever a recovery vehicle is in operation?"  Or only if it's wet?  Or only if it's recovering a vehicle from within the track limits? Etc.  And in my opinion, these are decisions best made to apply universally by the FIA, rather than relying on judgement calls under pressure from race directors.

That was my thought. It was moving, perhaps 3 metres from the cutaway, but it was still exposed. I hope there is a full enquiry, not for blame, but to see is there blame, and/or was it handled correctly, and/or was it plain terrible luck, or a combination of all of thes efactors

The question here is also was waived yellow enough?
Drivers don't slow much for that flag, usually just enough to show on the telemetry that they did lift.

I think it is a freak accident, however, I don't think green flag should be waived in that vicinity at all!

Monaco is a yawn fest, but yeah, I know what you mean.

The issue remains that there is little punishment for going off the track.  Barrels filled with water on the actual track edge lines ought to do it.
That big corner allowed for 3 abreast racing at times which was cool.

One team winning it all leads to yawns, and rules that limit development reward the best teams but hurt the sports image.
Rosberg pitted on lap one and came second.  That's not driver skill alone sorry.

I don't know, contrast this to the Bathurst race and there are issues in F1.
Maybe the DRS, double points at the end and cars that look and sound like battery powered dust busters will make it more exciting.

Personally being able to watch it in HD (it's 2014 after all) would be a good start.  My options are $100 a month (Sky base package + sport package + hd capable device + hd ticket) from the one provider (= monopoly) or slug it out with online streaming from the Ukraine...

i thnk the disappointment came after a big dose of bathurst, but i'm pretty sure it's boring as h#ll in sochi. same with abu dhabi too i'm afraid
